Canada - Alberta: AGLC
Overview
Alberta regulates gambling through the Alberta Gaming, Liquor and Cannabis (AGLC) based on the Gaming, Liquor and Cannabis Act and accompanying Regulations. The online segment before the introduction of the new model is represented by the state platform PlayAlberta. ca; in 2025, the government officially launched the iGaming strategy and took a course towards admitting private operators (according to the Ontario template), while maintaining the focus on consumer protection and RG.
Regulators and legal framework
AGLC - administers licensing and oversight of terrestrial and digital products; maintains RG/marketing policies and publishes mandatory requirements.
Gaming, Liquor and Cannabis Act (GLCA) + Regulation - framework acts defining the powers of the AGLC, requirements for equipment/suppliers and registration procedure.
Criminal Code (federal) - general limits within which provinces manage gambling. (Contextual norm; see Canada review.)
FINTRAC/PCMLTFA - federal AML requirements for operators/sites (KYC, reporting).
Online market: from state platform to "open model"
PlayAlberta. ca is Alberta's "only regulated" site (slots, tables, live, rates). Launched in 2020; age threshold 18 +.
Reform 2025. The Alberta government has announced and is pursuing an iGaming strategy: consulting with First Nations and ground operators, preparing a regulatory framework for private brand entry (Ontario-style structure: separate corporation/circuit and operator agreements). Launch dates - after approval of regulations (benchmark: end of 2025-2026). Until the actual start of the open market, PlayAlberta remains the main channel.
Ground sector
Alberta operates casinos (including First Nations), VLT halls, bingo, charity raffles - all overseen by AGLC and based on GLCA/Regulation (equipment approval, supplier registration, compliance control).
Responsible Gambling and Player Protection
Self-Exclusion Program - a single self-exclusion program, also applies to PlayAlberta; available in online format, with GameSense support.
GameSense (AGLC) - risk communications, limits, timeouts, staff training.
Advertising and Marketing
AGLC demands honest and responsible communication: the prohibition of youth-appeal, misleading promises and incorrect "inducements." When moving to an open model, refined standards are expected (based on Ontario experience).
What is/is not allowed (high-level)
Allowed
Lotteries, Casinos, Bingo, VLT and Betting - when licensed/registered by AGLC.
Online games and bets - on PlayAlberta. ca; after the entry into force of the new model - in registered private operators by agreement with the province.
Prohibited/Restricted
Unregistered online sites and offshore operators;
Illegal gaming devices and unapproved terminals/software (GLCA/Reg).
Taxes and receipts
Gambling profits go to the provincial budget and community programs; PlayAlberta's online segment is part of the overall stream. (Private operators in the new model will work under agreements with the province - "revenue-share." Details of the financial circuit will fix by-laws.)

1. Legal framework: GLCA/Regulation compliance, vendor registration, content/terminal approval.

Perspective (2025-2027)
Alberta is moving towards a regulated open iGaming market involving private operators, maintaining strong government control and RG standards. Expected: clarification of advertising rules, Fin. revenue-share models, expanding digital protection tools and strengthening partnerships with First Nations/ground operators. Until the reforms are fully implemented, PlayAlberta remains the base platform for the province's players.
