Czech Republic - Ministry of Finance: local rules

Regulator and legal framework

Competent authority: Czech Ministry of Finance (MFČR) - administers key registers and admission/supervision procedures.
Block list: according to § 82 of the Law, access providers are required to block domains from the list of illegal Internet games published by MFČR within 15 days after inclusion. In 2024-2025 the rate of blocking grew, including mobile applications.

Responsible game: RVO and panic button

RVO (Rejstřík vyloučených osob) is a central register of self-exclusion managed by the Ministry of Finance; the operator is obliged to check each user by RVO before admission to the game and promotional communications. Self-exclusion is formalized online; you can lift the ban on your own application no earlier than in 1 year.
"Panic button" - an instant self-holding tool: must be constantly visible in the interface (on each page/screen), launch - immediate. At the same time, the interface is obliged to give a direct link to the design of self-exclusion via RVO.

What online products are allowed

Czech law distinguishes between "technical games" (including online slots), lotteries, poker/tournaments, "live" games, odds betting and sweepstakes; specific conditions and limits are enshrined in the law and by-law. (Practical sense: slot kernels and "live" content fall under different tech and fiscal regimes.)

Taxes (GGR) - relevant for 2025

From 2024-2025 there is a two-part GGR model:
  • 35% GGR - for lotteries and technical games (including online slots);
  • 30% GGR - for other types (odds bets, live games, poker/tournaments, etc.).
💡 Note: This is a special tax on gambling (Act No. 187/2016 Coll.) . Additionally, general taxes (for example, corporate tax) and licensing fees are applied.

Technology, data and reporting

Operators are required to maintain unchangeable logs of RG sessions, transactions, bonuses and events; provide machine-readable downloads for MFČR/Gambling Information System (AISG) formats.
Particular attention is paid to identification (checking age/personality before the game/payments), logging "panic buttons," changing limits and fixing all communications with the player.

Advertising, bonuses and enforcement

Advertising should be "moderate," with age barriers and no misleading promises; communications to persons from RVO are prohibited.
In 2024-2025 measures against risky bonuses and "aggressive incentives" have been strengthened; in general, marketing is closely monitored by ANTI-addiction policies.
Enforcement: In addition to domain locks, removal of applications/accounts and public reporting of successful cases are actively used.

Fighting an unlicensed offer - how it works

1. MFČR lists the site/app as illegal internet games;

2. communication providers block access;

3. reports/statistics are published, measures are coordinated with payment organizations. In 2024, the number of locks broke a record.

Practical checklist for market entry

Define the product: "technical games" (slots), bets, poker/live, etc.; check if part of the assortment falls under the "lottery."

Embed RVO checks on registration/login/deposit and before any promotional touches.
