Canavache - Gaming Commission

History and legal status

The legal basis of KGC's activities is Kahnawake Gaming Law, adopted in July 1996. This law gave the Commission the power to regulate gambling both online and offline. Although Canadian federal law does not contain a separate mechanism for recognizing such licenses, Kanawahe operates as a sovereign jurisdiction within Canada with its own regulatory power.

KGC quickly became a prominent player on the international scene, with its licenses used by hundreds of casino, poker and betting operators around the world, especially in the 2000s when the market was just taking shape.


KGC Structure and Functions

The commission consists of three appointed commissioners, supported by an operations department and a legal council. The main functions include:

  • Manage server and infrastructure technical standards.

Technical certification of platforms is usually carried out by the Approved Agent, an independent company authorized by KGC to conduct audits (for example, Continent 8 or Gaming Associates).


License Categories

The Canavache Commission grants four main types of permits:

1. Interactive Gaming License (IGL) is a basic license issued to the main licensee who can manage one or more operators.

2. Client Provider Authorization (CPA) - permission for companies using the IGL licensee infrastructure.

3. Key Person License - a license for key managers or owners responsible for operational activities.

4. Inter-Judicial Authorization - additional permission for companies already licensed in another jurisdiction.

All licenses are subject to annual renewal and revision.


Licensing procedure

The process of obtaining a KGC license involves several stages:

1. Submission of application and business plan;

2. Review KYC and due diligence of all key individuals;

3. Assessment of technical infrastructure and hosting provider;

4. Testing gaming systems and random number generators (RNG);

5. Publishing the solution and issuing the certificate.

The average review period is 8-12 weeks. The commission is known for its flexibility and loyalty to startup operators, especially compared to European regulators.


Compliance standards and audit

All licensed operators are required to comply with the principles of Responsible Gaming, Fairness, Anti-Money Laundering (AML) and Player Protection.

KGC requires:
  • storing player data and transactions in data centers approved by the Commission (e.g. Mohawk Internet Technologies);
  • Use of certified RNGs and encryption systems
  • introduction of self-exclusion mechanisms and rate limits;
  • annual independent audit.

International importance and perception

Although not always recognized on a par with MGA or UKGC licenses, Canavache's license has historically been one of the most popular among operators, targeting markets in Latin America, Asia and Canada. With moderate cost, simplified requirements and flexible conditions, KGC has become a symbol of affordable entry into the world of licensed iGaming.


Development prospects

From 2021, KGC began reviewing its regulatory model, strengthening transparency and anti-money laundering requirements. Plans have emerged to implement new reporting standards and expand international partnerships, including possible harmonization with Canadian provincial authorities and foreign regulators.
