Reform contours: what exactly opened
Online sports betting: now available to private EEA operators under competing SARA licenses (instead of the former Szerencsejáték Zrt monopoly). Requirements - experience, capital, contributions and "pure history" without unlicensed work in recent years.
Online casinos: Still only available to land-based casino concession holders; the total limit of such concessions is two-digit and with territorial restrictions. For "clean" remote entry to private operators, the segment is actually closed.
Online Sports Licensing - Key Terms
SARA/SZTFH enshrined in bylaws specific barriers to entry for applicants:- Experience: at least 5 years of work under license in one of the EEA countries.
- Recklessness: a ban on issuing licenses to companies that distributed unlicensed gambling for 5 years before filing.
- Contributions and capital: HUF 10 million application contribution; HUF 1 billion minimum authorized capital; HUF 600 million licensed fee; a 2.5% GGR supervision fee (with a spending cap) and a 15% GGR gambling tax.
Advertising and Communications
Only operators licensed in Hungary have the right to advertise; publications must contain SARA authorization data. Requirements are established in advertising legislation and special manuals.
Additionally, SZTFH introduced point-of-play requirements for "safe play" - for example, peer warnings of increased risk when using "early cashout" functions (if the game supports it).
Enforcement: block list, payment restrictions, fines
ISP locks and prohibition of advertising of an unlicensed offer are the powers of the regulator, applied systematically.
From July 2023, banks, under the instructions of SZTFH, block payments and accounts related to unlicensed gambling; card operations to "black" sites are also rejected.
In relation to violators, IP locks, administrative fines are expected (the publications mentioned a level of up to €250 thousand in separate cases) and messages to the police.
Tax and fiscal model (online)
Online sports betting: basic gambling tax 15% of GGR + supervisory fee 2.5%, fixed by regulatory decree SZTFH when the regime starts in 2023.
