Canada v British Columbia: BCLC

Overview

British Columbia (BC) is one of Canada's most developed and transparent gambling jurisdictions. The provincial operator BCLC operates all destinations:
  • lotteries and sweepstakes;
  • casinos and gaming halls;
  • online gambling (PlayNow. com);
  • sports betting and horse racing.

Legal framework - Gaming Control Act 2002 and Gaming Control Regulation, which established a model of complete government control. Oversight is carried out by an independent unit of the GPEB (Gaming Policy and Enforcement Branch), subordinate to the Ministry of Finance BC.

After the Cullen Commission (2021), which investigated money laundering in casinos, BCLC implemented the largest AML control reform in Canada, including video monitoring, reporting, cash limits and centralized checks.

Legal and institutional structure

BCLC (British Columbia Lottery Corporation)

Crown corporation, founded in 1985. Manages and licenses games on behalf of the provincial government.

Main directions:
  • Lotteries (Lotto 6/49, BC/49, Daily Grand, Scratch & Win);
  • Land casinos and gaming parlors (through licensed operators, e.g. Gateway Casinos, Great Canadian Entertainment);
  • Online platform PlayNow;
  • Sports Betting (Sports Action, PlayNow Sports).

GPEB (Gaming Policy and Enforcement Branch)

Monitors the execution of the Gaming Control Act, conducts audits and investigations;

Controls vendor licensing, AML policy, and technical certification;

Provides oversight of BCLC and ground operators.

Partner provinces:
  • Manitoba (since 2013): uses PlayNow for online gambling;
  • Saskatchewan (from 2022): Launched PlayNow Saskatchewan in association with SIGA.

Online gambling and PlayNow

PlayNow. com is the only legitimate online platform in British Columbia and one of the first in Canada (launched in 2010).

She suggests:
  • online slots and board games;
  • live casino;
  • sports and horse racing betting;
  • bingo and lottery products.

PlayNow operates under the BCLC license and is regulated by GPEB. All revenues go to the provincial budget and local communities.

PlayNow Features:
  • Full integration of Responsible Gambling (GameSense program);
  • System of time, deposit and rate limits;
  • Centralized AML monitoring system;
  • Compatibility with other provinces (single infrastructure).

Taxation and income distribution

The BCLC lists net income to the provincial budget, apportioned to:
  • health and education;
  • infrastructure projects;
  • gambling harm reduction programs.
As reported in fiscal 2024:
  • The total revenue of BCLC is about CA $2.9 billion;
  • Budget contributions - more than CA $1.5 billion;
  • PlayNow. com is a more CA $1 billion handle, making it the largest regulated online platform outside Ontario.

AML and Cullen Commission investigation

In 2018-2021 A public investigation by the Cullen Commission revealed systemic problems with AML control in BC casinos related to cash deposits and buy-in schemes.

As a result of the commission:
  • Cash limits are set (≤ CA $10,000 per session);
  • A real-time video monitoring and reporting system was introduced;
  • Enhanced data exchange between BCLC, FINTRAC and RCMP;
  • A new AML Policy Framework (2022) has been developed - now each casino has a mandatory AML Officer and standardized reports.

Responsible Gambling (GameSense)

The GameSense program is the national benchmark for responsible gambling.

Its features:
  • Interactive centers in casinos and online assistants in PlayNow;
  • Personnel training;
  • Self-exclusion and timeouts (1 day - 3 years);
  • Integration with external assistance services.

GameSense is also used in other provinces (AB, MB, SK) and in some American jurisdictions (MGM Resorts).

Advertising and Compliance

BCLC adheres to Advertising Standards Canada and internal principles:
  • Banning ads targeting minors;
  • No "free" or misleading promos;
  • Mandatory notifications of risks and assistance resources;
  • Control advertising frequency and context.
  • Unlike Ontario, British Columbia does not allow private operators: PlayNow remains the only brand.

Enforcement and Supervision

GPEB performs:
  • Casino and lottery audits and investigations;
  • Check operators for compliance with AML and technical standards;
  • Control over advertising and marketing.
  • The BCLC publishes annual gambling harm reports, self-exclusion statistics and income reporting.

What is/is not allowed

Allowed:
  • Lotteries, casinos, bingo, betting and online gambling - only through BCLC and licensed partners.
  • Online games and bets - only on PlayNow. com.
  • Joint initiatives (e.g. PlayNow Manitoba, PlayNow Saskatchewan).
Prohibited:
  • Private online operators without an agreement with BCLC;
  • Offshore sites (Curacao, MGA, etc.);
  • Selling gaming products to minors (18 + for lotteries, 19 + for casinos and online).

Compliance checklist (for partners and content providers)

1. Registration with BCLC and product certification via GPEB.
2. RG: mandatory integration of GameSense and player limits.
3. AML: FINTRAC reporting, buy-in/out logging, KYC/PEP screening.
4. Advertising: no "inducements," youth-appeal and hidden bonuses.
5. Reporting: quarterly audits, RNG certification and payout-percentages.

Perspective (2025-2027)

BCLC focuses on PlayNow's digital expansion, including:
  • expanding joint markets (new provinces);
  • implementation of AI monitoring of RG and AML;
  • development of live-casino and personalized content;
  • supporting sustainable gambling initiatives;
  • strengthening analytics and reporting transparency.

The BC model remains an example of a government controlled but innovative approach to gambling - the opposite of Ontario's "open market."
